Hello Ahmed,
PHP has the best and hassle free connectivity with the MYSQL database. PHP gives faster performance with the MYSQL Database. Apart from this PHP and mYSql are open source products available in the market. So, I think PHP recommends for MYSQL Database. I am not sure on ARABIC language support with the MYSQL Database.
